Add translations teams

To get #148 ready to commit, I'm removing the sketch I made for documenting the translation teams – because these teams don't exist yet as GitHub teams on the open-gitops GitHub org. This issue is to remind us to do that.

• Add translations/LANGUAGE GitHub team, per language
• Invite folks who helped with each language translation to their respective team (they can choose to accept the invite to that team if they wish)
• Publicly document those teams and team members (currently in this PR Document OpenGitOps teams #148)

What problem should be tackled by that?
I'm happy to be proven wrong, but it doesn't seem that there is so much work to manage on that front...
if you still see value. maybe one group is fine for now: translations?
