Add linting command to vibc-core npm package

Splitting adding linting to our vibc-core repo into two issues, since it seems like fixing the issues is going to be a non-trivial amount of effort.

This ticket just tracks adding a lint-write and lint-check commands to our vibc-core repo similar to that already in peptide e2e (and using the same config)
