video library / training catalogue refactor

This is a parent issue to support multiple needs: 

- When OLS started we had only one catalogue of videos / training. 
- Now we have multiple training streams, so we need to be able to create sub-catalogues. This may also help with performance issues, by loading smaller sub-sets of training rather than everything at once.
