How about add some features like decoding video by GPU/NPU to improve the concurrency and performance .
Motivation
As videoio use cv2.VideoCapture to decode video by CPU, it will meet the problem of concurrency performance.

Hi, it sounds good. It is a great feature and we will add it in the future. BTW, MMAction2 has already used the decode library to speed up the process of decoding video by GPU.
