[Bug] mmcv ops cannot use AICore on torch 2.6.0 on Ascend npu

Environment

python 3.9
mmcv latest (2.2.0)
torch 2.6.0
CANN 8.5

我是从源码进行安装的，安装后运行官方的实例程序可以运行，但是我观察到npu是有显存占用的，但是AICORE一直为0，应该全是cpu进行的计算
