what is the 'get_cat_ids' in xml_style dataset used for? #4882

I don't find the 'get_cat_ids' function is used in all datasets besides coco style, isn't it?
By the way, I want to ask if the label is start from 0 instead of 1(background 0) in the custom datasets ?and why?
