Introduce more billboard interactions for Locations

As a follow-up to #372, we can upgrade the billboard UI by introducing Add/Remove buttons to the location billboards. We could also provide non-Location anchors with a `[+]` button to set a Location onto it. This should help with some of the concerns around mutexes brought up in #350.

This should probably be done after #380
