[Bug]: Lanes appearing on levels that they shouldn't #395

There seems to be a race condition that allows lanes to be visible when their level isn't selected. So far this only seems to happen when initially loading a building. Toggling between levels will fix the behavior.

This may have been caused by the recent changes to lane visualization that introduced the lane arrow animations. Perhaps current level changes are not being tracked in the new lane visualization systems.

Below is a screenshot from loading the hotel world. Many of the lanes being displayed belong on L1, but L3 is the currently selected level.
