Bug: list creation feature in beta seems to have degraded?

Describe the bug

Not sure what's going here but the list creation feature has degraded (on Firefox and Chrome, including private windows)

• The search bar is gone so I'm not able to filter on contributors
• There are no contributors loaded. It seems that the v1/contributors call is returning good data but it's not populating the list of people at all.

There's nothing obvious in the console or the network tab so not sure what's going on. @OgDev-01 any ideas?

Steps to reproduce

1. Go https://beta.insights.opensauced.pizza
2. Log in
3. Go to https://beta.insights.opensauced.pizza/hub/lists/new

This is also a followup to #1698 which last week was working in the deploy preview but seems to have regressed.
