We should be able to fix ownership by making the otel account a part of Docker's OSS program. @jsuereth if you can make me an owner temporarily, I can coordinate with Docker on setting that up. |

We've been approved for the open source program, it'll be a couple of weeks before it's all set up. Will need to update our image descriptions and some other stuff. |
