Add a non-persistent banner for users to notify them of low availability of reviewers until 7/15.

"Multiple reviewers are away on PTO, and as result pull requests reviews will be delayed. This notice applies until July 15th"

We aim to set realistic expectations from users.

hey @atoulme! I'm not finding a way to create a banner for a specific repository, do you happen to know if this is possible?

I assumed that was possible. If that is not possible, we might need to find other creative ways to communicate status.

@mx-psi offered we make an announcement on the CNCF slack instead, which will help us address collector contributors in priority. Let's close this, apologies for my assumption that this could be shown at the project level.
