Create Oracle Database SemConv Approvers Group

Background

I am part of the Oracle Data Access development group, and we would like to formalize an approvers group to more effectively maintain and evolve the Oracle Database(client and server) –specific components within OpenTelemetry.

The initial draft of semantic definitions for Oracle Database has been merged with inputs from @lmolkova.

Based on that work, We intend to introduce additional updates as per suggestions and proceed toward making the definitions stable.

Proposal

We propose creating a semantic conventions approvers group for Oracle Database (covering both client-side and server-side aspects). The group would include the following members of the Oracle Data Access organization:

• @sharadraju
