REQUEST: Create a repository for opentelemetry-weaver-packages

As part of "Federed Semantic Conventions" and Stable-by-Default, we'd like to provide a re-usable set of weaver extensions (what we may now call "packages") which can be used across the OpenTelemetry ecosystem to define instrumentation schema and enforce stability without that schema having to be in semantic conventions.

We'd like for a new repository to be created:

• Repo: opentelemetry-weaver-packages
• Initial Maintainers: @lmolkova @jsuereth @jerbly @lquerel

We'll be treating this repository similar to a "-contrib" repository. with the expectation that we find CODEOWNERS for packages within the repo.
