Allow really opting out of AI bots in zoom meetings (specifically read.ai)

The DevEx SIG keeps having a read.ai AI bot joining our weekly meeting.
We can "opt out" to have the robot leave the meeting. But AI bots should be opt-in, not opt-out.

We had the same happening for a few Comms Meetings recently, I also think that it was a read.ai bot, but others joined in the past as well. We have updated our rules, and we want to allow maintainers to be enabled to kick/block those bots, but if this is getting out of hand we need to consider alternative solutions.

For completness: people have reached out to zoom who told us to enable a lobby, which is not a solution that works for our public meetings.
