Followup: Add recommendation to disclose LLM/GenAI usage #3242

The PR is merged as it was accepted with enough approvals, but there were some open threads that deserve a continued conversation:
I'm fine with this but I would like for us to develop some sort of generic policy around the mechanism of the affirmative disclosure; e.g., an assisted-by instruction in agentfiles, or something. My personal 0.02 is that 'fully generated' code is going to be pretty common in the future and I'd rather we make it easy for agents to automatically add disclosures.
We (Collector SIG) are going to try out this AGENTS.md file. If it makes sense we can try to refine this policy with something along these lines open-telemetry/opentelemetry-collector@main/AGENTS.md
