[processor/transform] Move to Beta stability

Describe the solution you'd like

The transformprocessor is current Alpha stability, but, despite OTTL changing a lot, the processor itself has remained stable. I'd like to discuss what work we need to do to move the processor to Beta.

Looking over the transformprocessor issues I believe we should resolve these issues before marking Beta:

• [pkg/ottl] Promote OTTL to Beta Stability #28892
• [processor/transform] Allow common where clause #27830
• [processor/transform] Allow configuring "common" statements that apply to all signals #27407
• [processor/transform] Metric conversion functions use datapoint context instead of metric context #20773
• [pkg/ottl] Add an error mode to ignore errors and silence warnings #22743
