- Adds the new `receiver/fiddlerreceiver` Go module - Adds Readme, configuration, and factory implementation using the helper factory structs - Sets stability level to `In Development` in receiver's README.

Description
This is the First PR to add a new Fiddler receiver component. These initial changes are based on the contribution guidelines documented around adding new components.
Subsequent PRs will add the implementation for this receiver and further clarifications regarding how it works will be added in the
