New component: syslog encoding

The purpose and use-cases of the new component

The encoding extensions define marshaling and unmarshaling of common data formats.
One format that's missing is the syslog marshaling and unmarshaling. The goal is not to support all flavors of syslogs, but just one to get started that is expressive enough for log records.

We should probably be explicit, IMO RFC5424 compliant is probably the most useful.
