[receiver/azureblob] Add alternative option to poll bucket instead of using Azure Event Hub

The current Azure Blob Storage receiver relies on Azure Event Hub for create notifications. This introduces additional infrastructure, cost, and operational overhead for users who only need to ingest blob data.

Describe the solution you'd like

I propose that when no Azure Event Hub configuration is provided, the receiver automatically falls back to polling the blob container for objects. This keeps the existing Event Hub–based behavior unchanged while allowing a simpler setup for users who don’t need or can’t use Event Hub.
