Addressing TOC recommendations for graduation #14065
Description
On the 2025-10-20 Collector stability meeting we identified, as part of the discussions between Collector leads and the Governance Committee related to cncf/toc/issues/1739, some changes that would be beneficial to address the action items listed on cncf/toc#1739 (comment).
This meta-issue lists the items for which there was rough consensus during that meeting, so that interested people can follow along and check on the progress.
Note that there are also project-wide proposals that will be proposed as OTEPs and may inform how to deal with some aspects of these issues.
