Ensure end user-focused component documentation is available in opentelemetry.io

OpenTelemetry Collector component documentation should be available in opentelemetry.io.

Presumably this will be done via open-telemetry/community/pull/3000 when it is started.

I will keep this issue up to date as the Collector SIG tasks become more clear
