Automating comments that indicate our breaking changes guidelines whenever a breaking change is made

To make sure reviewers are aware of the changes that relate to e.g. configuration changes listed on the component stability guidelines we can try and have some automation that on e.g. changelog items with 'breaking change' or 'deprecation' post a comment to the guidelines and maybe even enforce some sort of additional approval process (e.g. using this)
