Expose stability level per attribute

At #13910, we added guidelines for the stability levels of metrics after #13756 exposed this information to the docs and open-telemetry/opentelemetry-collector-contrib#42809 added stability levels for all metrics.

We need to expand this work to attributes and resource attributes too.
