Select internal metrics to be marked as stable

The Collector V1 Roadmap requires that "[internal] metrics, or a subset of them, should be marked as stable in the documentation". Considering that we may eventually want to replace or rename some existing internal metrics (see #13501, #12909), we should decide which metrics, if any, to stabilize before V1.
