Collector Stability issues

This is a tracking issue for several issue relating to collector and/or component stability

Resolving the following would go a long way towards ensuring the collector is resilient to common panic modes:

• Component panic expectations #7367
• Graceful shutdown when a component panics #3955
• [Service] Partial start can cause panic #6507
