Stabilize Instrumentation #8414

Tracking issue for the stabilization of instrumentation packages provided by this repository.
Blocked by semconv stabilization
The following instrumentation do not have stable semantic conventions. If the decision from this OTEP is that instrumentation can be stabilized prior to semantic conventions stabilization we can move these packages into todo items. Otherwise, these instrumentation packages need to have their semantic conventions stabilized prior to releasing a v1.X.X version.
