Right now, we publish dev builds and release builds to the same repositories. We should separate these. It will make it clearer to users which builds are intended for production use and reduce noise in the repositories. It would also reduce the impact of some Github and Dockerhub UI problems around storing signatures as OCI artifacts - see #5009 (comment) for a problem we're currently facing.
