Determine whether OTEL_LOG_LEVEL or OTEL_PYTHON_LOG_LEVEL should be used for the log handler or only internal sdk logs.

Roger pointed out here that the spec appears to not assume the use of OTEL_LOG_LEVEL to filter logs. However, we need some way to filter logs by level in autoinstrumentation. Discuss with the sig.
