Refactor Timeout.timeout for delaying the periodic metrics reader

Timeout.timeout may not be stable. It's better to use exporter its own timeout mechanism for safe exporting (e.g. otlp export on timeout)

The link is referencing to http timeout mechanism which also use Timeout.timeout (open_timeout). For other type of timeout (e.g. read_timeout; write_timeout), it uses BufferedIO.new timeout (I think it's related to socket timeout here).

Ruby Timeout.timout seems like big problem because it's thread-related. Currently I don't have good solution or neither want to introduce new dependencies/gems for this problem. I would suggest remove Timeout.timeout, and rely on exporter's timeout (e.g. http.read_timeout, http.write_timeout) mechanism only.

We've got a implementation of wait-timing in at a minimum the BatchSpanProcessor. I'm confident we won't need external dependencies.
