Add column for kotlin in spec-compliance-matrix (#4907)

## Changes

Adds a column to the spec-compliance-matrix for the new [Kotlin
SDK](https://github.com/open-telemetry/opentelemetry-kotlin). I've
filled in each requirement according to my knowledge of what the SDK
supports and will request further review from the other
maintainers/approvers.
