Add an 'Events' section to the Community page

As more formal OpenTelemetry events occur, it'd be great if we could collect them on the Community page under an events subhead or subpage. This would be useful both to promote upcoming events with an Otel presence (such as KubeCon EU/NA, etc.) but also Observability Day, Community Day, Meetups, etc.
