Blog Post: Announce internationalization and localization of the website

As discussed during SIG meetings and on slack, we want to announce the availability of the Chinese, Japanese and Portuguese website during the week of KubeCon China, which is in ~4 weeks from now.

What we need for that:

• The blog post itself
• A banner for the website (ideally in all languages)
• A message for social media platforms we can send out, ideally one in English and then 3 other ones in the languages, that we can send out day-by-day.
