Redirect layout rework and fixes

- [x] Refactor `layouts/index.redirects` in preparation for more work, and to introduce reusable partials - #4900
- [ ] Move OTel-spec specific rules into the OTel spec index page
- [ ] Fix the languages redirect rules so that they use the most recent canonical links
