Replace TODO on Java Instrumentation Docs

While reviewing the localization of the Java instrumentation page, we saw a TODO there. Should it still be there? Can someone take a look and remove it or fill with the missing information?

We should talk about the instrumentation API - its an important part of the ecosystem and can really improve the instrumentation conformance to semantic conventions. Although, I'm probably not the right person to do it.

I think it's ok to drop the TODO, I'm optimistic about future weaver developments to address this need for end users
