Provide "HTTP connection setup" convention not only for .NET #3237

What's missing?

.NET has this convention for "HTTP connection setup" which is very useful to investigate issues related to DNS and TLS in particular (added in #1192).

What prevents from making this convention language/runtime agnostic, so that it's available elsewhere than in a .NET environment?

Given the ubiquity of the use of HTTPS requests in applications, it would be a tremendous improvement in my opinion.

Describe the solution you'd like

A convention for traces related to HTTP connection setup (DNS, socket, TLS) that is language/runtime independent.
