DB Client Connection Metrics that should be attributes

Should the following metrics not rather be scope-level attributes of other DB Client Connection metrics (like db.client.connection.count), since they are normally configured instead of observed.

1. db.client.connection.idle.max
2. db.client.connection.idle.min
3. db.client.connection.max

Or alternatively change their descriptions to not be "... allowed.", but rather "...observed.", which changes their nature and makes more sense as metrics. In my head at least, limits should not be metrics, but rather attributes.
