Localized versions of release notes are not linked

Maybe using the pickers that are already in the HTML version could help..? (Though disabled, and in need of a JSON (?) backend to fill them...)

I am also wondering why here isn't release notes in other languages on doc.opensuse.org, though they are available in installation interface.

The other languages are available, e.g.https://doc.opensuse.org/release-notes/x86_64/openSUSE/Leap/15.2/RELEASE-NOTES.fr.html , they are not linked. Part of the issue is that depending on the age/completeness we occasionally add/remove some and we need to make sure those are then added to the UI/not linked from the UI anymore.
