To support full project rebuilds with PR/MR sources (stagings) we would need a link_project step to create a project link.
For this to make sense at all we also need the configure_repositories step to support the rebuild and linkedbuild Repository attributes.
We probably also need to think about a project wide report option for SCMStatusReporter.
