Also install Packman Mesa with opi codecs

As Mesa now have royalty encumbered codecs enabled for VAAPI/VDPAU in OpenSUSE, opi codecs also needs to move Mesa over to Packman in order for hardware AVC/HEVC decoding/encoding to work.

Not sure exactly which packages need to be moved over. Maybe all of them.

The problem is that I don't know much about mesa so this isn't an easy task.
