feat(docs): Add mandatory 'What's Next' suggestions rule to CLAUDE.md

## What Changed
Added requirement that every response must end with 5 suggestions for next steps,
ordered from reasonable to radical.

## Why This Matters
Forces strategic thinking about project direction after each task completion.
Prevents tunnel vision by explicitly exploring different risk/reward profiles.

## The 5-Level Spectrum
1. REASONABLE - Safe, obvious next step
2. PRAGMATIC - Practical, good ROI
3. INSIGHTFUL - Non-obvious, high leverage
4. UNHINGED - Unconventional, breaks norms
5. RADICAL - Extreme rethink, questions fundamentals

Each suggestion includes:
- Clear action items (not vague ideas)
- Realistic impact assessment
- Honest timeline (with learning curve)
- Strategic rationale
