Translator package.json validation

Need a tool/module that validates package.json of the translator in the new format, once things are frozen. while developing wink translator, i realized it can easily go wrong and for testing of the functionality package.json metadata is not important. So it is easy to miss issues in package.json. (ex: specify interface name instead of file name)

I'm not sure, but maybe this belongs in the opent2t/cli repo, where we have talked about putting other developer tools like this.
