Display the candidate name instead of or in addition to image?

Apologies if this has been discussed before.

Currently, when looking at the policies page, we only see the images of all the candidates. We cannot tell what is the name of the candidates without mousing over every one of them or if the image fails to load.

I think it would be more useful to see the names of the candidates as default instead of just the images. I think most people recognise the names of candidates rather than their faces.
