Is your feature request related to a problem? Please describe.
It seems people have been sharing draft policies on social media with the warning removed about it being a draft and potentially inaccurate.

This is particularly problematic with policies like the one supporting Israel, as that policy was put into draft due to the large shift in voting patterns in 2023-24, meaning that the policy was often showing politicians voting in contradictory ways with very odd results (e.g., politicians who were very vocally against Israeli actions in Gaza both in and out of parliament were being shown as supporting Israel - this shift wasn't being reflected on TVFY because most votes on Gaza were being shut down at the standing orders stage).

Describe the solution you'd like
Since policies are currently only being edited/created by staff, it makes sense to hide draft policies so that they are only visible to staff.

Describe alternatives you've considered
Placing a warning on draft policies was our attempt to try and prevent in-development policies from being shared in misleading ways. It appears this hasn't worked.
