清理skill

在 unified skill文件实现（https://github.com/openbiox/Bizard/pull/280）后，https://github.com/openbiox/Bizard/tree/main/skills 这个目录是不是没用了可以删除？

另外
chore: regenerate AI skill documents 这个action任务以及其他action任务需要系统更新？

最新的 commit 中 action 自动把 SKILL.md的元信息删除了，这个要恢复和更新相关自动化处理
