Support new feature to add condition:modification from sonata simulation config

Description

sonata-extension spec has been updated with new feature description as agreed upon by stake holders; this will be added to libsonata to parse and return the parameter values. neurodamus should then add support for the instantiated model to make use of the condition:modification when executing
