Proper resource allocation for circuit extraction

Description

For circuit extraction using the launch-system (https://github.com/openbraininstitute/prod-build-circuit/issues/5), the CPU/memory/time allocation need to be properly set depending on the parent and/or extracted circuit when launching a job on the launch-system. Currently, only a default allocation is used. The corresponding TODO is already prepared in the code.

• CPU/memory/time allocation is properly set for circuit extraction
