Add support for multiple sub-campaigns

One of the local Spanish pilots wants to run a number of consultations in parallel, corresponding to different parts of the city. (Or, more accurately, the city as a whole plus some of the surrounding areas.) The application should be able to accommodate this, which is common also in bigger cities (Madrid or Paris have done something similar, with city-level plus neighbourhood-level proposals).
