Filters do not work properly.

Filters seem not be working properly. For instance if you select a district, all proposals referring to that district should be shown. Instead only one is shown.

Additionaly, options are not ordered alphabetically, but rather with appearence order?

You can check this on our demo. Models are in greek but I thing is simple to understand what is happening.
