docs: restructure into docs/fr/ for upcoming bilingual setup

Move all FR content under docs/fr/ to make room for an English
translation under docs/en/. Add a root index.html that redirects to
/fr/ for now (will switch to /en/ once the translation is in place).

Internal relative links between documents are preserved by the move.
