“Add User” should be a wizzard

If you open the “Add User” dialog, you can create the user once you finish the first page. This should be a wizard and the button should lead a user to the second page where you can add roles for the user. I've clicked and see others click on the “Create” button countless times, expecting that it's a “next” button for that wizard.

Hi @lkiesow, I saw this issue and worked on it. The "Add User" dialog now behaves like a wizard, allowing users to proceed to the next step (roles) before final submission.

I don’t have permission to assign the issue to myself, but feel free to do so if needed. Let me know if any adjustments are required.

Hi @lkiesow, I have submitted a pull request to resolve this issue: #1197.
It refactors the "Add User" dialog to behave like a multi-step wizard as discussed.
Please let me know if any changes are needed. Also, I believe some workflows need maintainer approval.
